You go back an declassify documents to put the Country's military at risk, and blame the former President for the things he did to try and keep the USA who it is and what it is.
You give CIA agents a free pass on the methods they use to get information that could stop a new attack, and apparently did or...
You might sign a bill giving Palestine 20 billion dollars, slapping ally Israel down....
Or maybe potentially hope that some other country will incite trouble, say Pakistan, India or even (gasp!!) the Taliban, who could take control. Then what? Iran and an all out Nuke fest!! Wooo-hooo!

What would have happened had Bush tried to put as many of his father's cabinet or other picks back into office besides Powell and Cheney?
